Meet the Speakers

Yolanda Anglin

Dr. Yolanda Anglin is a former university administrator with over 28 years of experience in higher education. During that time, she served at two campuses in the California State University (CSU) system. She served in several financial leadership roles at San Diego State University and CSU Monterey Bay. She was also a founding member at CSU Monterey Bay when they first opened their doors in 1995. Additionally, she served at Old Dominion University and Chesapeake Public Schools in Virginia.

 Dr. Anglin has held many roles and typically focused on improving and streamlining processes through proper documentation, automation of processes, and building a culture of collaboration and continuous improvement. She has been a fierce advocate of career and professional development. She has been involved with WACUBO for many years as an attendee of the Business Management Institute, and has served on various WACUBO Committees, and is a graduate of the WACUBO Mentoring Program. Dr. Anglin possesses a Doctorate in Higher Education Leadership and Management as well as a Master’s degree in Business Administration with a concentration in Finance & Accounting. 

Amber Blakeslee

 Amber Blakeslee has 20 years of experience in budget and financial management. Amber is currently the Associate Vice Chancellor for Budget Analysis & Planning at UC Santa Cruz. In her first year as a banana slug, Amber has helped the campus navigate a significant structural deficit, developed a multi-year planning framework, overhauled several budget processes and structures (i.e. benefits decentralization, assessment model, resource request process, quarterly projections, carryforward policy) and led the selection of a new operational reporting tool to modernize campus data and reporting efforts. Fiat slug! 

Prior to joining UC Santa Cruz last summer, Amber served as the Executive Director of Budget & Financial Planning at California State Polytechnic University, Humboldt (Cal Poly Humboldt), where she spent 15 years serving in various budget and finance related roles. Amber was a member of Cal Poly Humboldt’s team transitioning the university into the third polytechnic campus in the California State University, and first in northern California. As part of that team, Amber co-led the financial planning efforts related to multi-year financial planning and reporting. She served on a number of campus committees focused on budget planning, strategic planning, campus physical planning, accreditation, student fees, and inclusive student success. Amber has a master’s degree in public administration from California State University, San Bernardino and a Bachelor of Science in business administration from Loyola Marymount University.

 

Teri Bump

Teri Bump is the Vice President of University and Industry Relations. Teri presents nationally on university trends and issues and has delivered educational sessions at APPA, NASPA, ACUHO-I, NACUBO, NIRSA, ACPA, NACAS, and ACE Spectrum. Teri is a past ACUHO-I, ACPA and NACAS Foundation Board trustee and currently serves on the Leadershape Board of Directors. In 2007 she was awarded the ACUHO-I Corporate Friend Award for service to the association and received the Business Partner of the Year Award at the 2007 national NACAS conference and the 2010 ACPA Business Partner of the Year Award. She has been honored as a 2017 ACPA Diamond Honoree a 2018 Pillar of the Professions for NASPA and received a 2024 Parthenon award from ACUHO-I. In addition, she has recently joined the inaugural cohort of Senior Fellows for the Aspen Index. Prior to joining American Campus Communities in 1991, Teri served Boston University, Oberlin College, University of Illinois Champaign-Urbana, Texas Southern University, Alfred University and SUNY Oswego in student affairs. Teri received her bachelor’s degree in Sociology from SUNY Oswego and her master’s in College Student Development from Alfred University.

Miguel Delgado, CPCU, CRM, ARM, ARM-P, AINS

Miguel Delgado was recently named the Associate Vice President and Chief Risk Office (CRO) at Carnegie Mellon University (Carnegie Mellon) in April 2025.  Prior to coming to Carnegie Mellon, Miguel was the CRO at the University of Arizona in Tucson, Arizona.

 Along with a Bachelor of Science, Miguel holds the professional designations of Charted Property Casualty Underwriter (CPCU), Certified Risk Manager (CRM), Associate in Risk Management (ARM), Associate in Risk Management for Public Entities (ARM-P), and Associate in General Insurance (AINS). Prior to joining the University of Arizona, Miguel worked in Risk Management at the University of New Mexico and also worked in the commercial insurance sector as a Workers’ Compensation and Multi-Line claims adjuster.

Additionally, Miguel serves on the national Board of Directors for the University Risk Management and Insurance Association (URMIA) and is a Board Member and Chairperson for the Pima County (AZ) Self-Insurance Trust Fund Board.

Diane Fennig

Diane Fennig is a passionate connector at the intersection of opportunities and talent.  Her career foundation has been associated with universities and higher education systems for over 30 years. Diane continues to be a curious student. Her experiences in search and talent development and her connections are the foundation ingredients in Diane’s "secret sauce" for success. Her recipe also includes a serving of generosity, passion, grace, and gratitude.  Since 2009, Diane has served the Human Capital Group, Gallagher Executive Search, and now the Buffkin / Baker team. Diane’s commitment to education includes a Bachelor of Arts degree in Psychology/Secondary Education from Marquette University, a Master of Science degree in College Student Personnel from Miami University, and a Doctor of Philosophy degree in Educational Leadership/Organizational Behavior from the University of South Carolina. Over the past decade, Diane has enjoyed Association Affiliations with WACUBO and Forté Foundation. 

Byron Fitch

Byron Fitch is a strategic leader with over 15 years of experience in organizational development, employee engagement, change management, and strategic planning across diverse industries and nonprofits. As the Strategic Consulting Director at Georgia Tech, he partners with executives to drive strategic initiatives, enhance culture, and navigate change. He also leads BNF Consulting Services, LLC., which focuses on providing facilitation, culture improvement, and leadership coaching services. Previously, he held various roles in people-focused strategy and management consulting at Emory University’s Goizueta Business School, The Hackett Group, and Gallup.

Byron received his Bachelor of Business Administration in Finance from Georgia State University’s Robinson College of Business. He holds certifications in executive and leadership coaching, change management, and is a Bold Inclusive Conversations® facilitator and DiSC® workplace facilitator. Byron is also recognized as a culture champion and changemaker through Georgia Tech's Inclusive Leader’s Academy. He is also a proud INROADS alumnus and ambassador, Board Member within the Network for Change and Continuous Innovation (NCCI) and was most recently recognized as a Georgia State University “40 Under 40” honoree. 

Melissa Jarnagin

Melissa Jarnagin is the Chief Financial Officer at the University of California, Santa Barbara, bringing over 30 years of leadership in higher education administration. With deep expertise in finance, accounting, budgeting, capital planning, and strategic development, Melissa is known for her visionary leadership and ability to see the big picture—driving innovation and transformation in complex academic environments.

Melissa holds a Bachelor of Science in Business Administration from Portland State University. She serves on the board of the Western Association of College and University Business Officers (WACUBO) and is Chair of the WACUBO Data Analytics Committee, where she champions data-informed decision-making across institutions.

Recognized for her professional insight and approachable leadership style, Melissa inspires others with her commitment to excellence, collaboration, and the future of higher education finance. 

Callie Juarez

Dr. Callie Juarez is the Senior Director for Academic Resources and Planning at California State University, Northridge (CSUN). With over a decade of service at CSUN, she has held multiple leadership roles in financial and operational management within the Michael D. Eisner College of Education and the College of Health and Human Development. Prior to joining CSUN, Dr. Juarez held various administrative positions at California State University Channel Islands. 

In her current role, Dr. Juarez oversees comprehensive budget analysis and expenditure management across all funds within the Division of Academic Affairs. She provides executive-level financial and administrative support, ensuring strategic resource planning and operational efficiency. 

A lifelong advocate and participant in the California State University (CSU) system, Dr. Juarez has built her entire professional career in higher education, specifically within CSU institutions. She is also a proud product of the CSU: a Latina and first-generation college graduate who earned her B.A. in Psychology from Sonoma State University and both her M.P.A. and Ed.D. from CSUN. Additionally, Dr. Juarez currently serves as the Secretary of the Board for the Western Association of College and University Business Officers (WACUBO) and Chair of its Professional Development Steering Committee. 

Dr. Queen E. King

Dr. Queen E. King’s career has focused on financial reporting, accounting, audit, tax, budget, process improvements and systems implementation. She began her accounting career in Corporate America (Fortune 500). She also has worked in public accounting and healthcare industries prior to her career in higher education.

Dr. King is the Vice President of Finance and Administrative Services at Bakersfield College. She leads budget, college safety, maintenance and operations, and auxiliary services (bookstore and food services). In addition, she serves as the Bakersfield College Foundation treasurer.  Before her role at Bakersfield College, she served the California State University system for eight years.  Dr. King served as Interim Vice President & CFO of Administration and Finance at Cal State LA. In this role, she led key administrative functions of the university, such as human resources, information technology, facilities and construction, change management and strategic initiatives, risk and environmental health & safety, public safety and the university police department, and internal audit and compliance. Dr. King also served as Associate Vice President and Chief Accounting Officer at California State University, Bakersfield.

Dr. Stephani Langehennig

Dr. Stefani Langehennig is an Assistant Professor of the Practice in the Business Information & Analytics Department at the University of Denver's Daniels College of Business. She is also the co-director for the Center for Analytics and Innovation with Data (CAID) and the MSBA Capstone Program at DU.  As a former data scientist, she has worked with both academic and industry partners in the U.S. and abroad, helping organizations evaluate and implement data science solutions.

 

 

Joyce Lopes

Joyce Lopes has been the Vice President for Business & Financial Affairs and Chief Financial and Business Officer for Western Washington University (WWU) since 2021.  Prior to joining WWU, Joyce served as Vice President of Administrative Affairs for 10 years in the California State University system first at Humboldt State and then at Sonoma State Sonoma. Along with being a certified public accountant, Ms. Lopes holds a Master's in Business Administration and a certificate from the Chief Business Officer Leadership Institute sponsored by the California Association of School Business Officers. She was awarded the North Bay Business Journal CFO Award in 2018 and is a trained consultant in interest-based negotiations. Ms. Lopes has 40 years of finance experience in the education industry that includes public and private universities in the U.S. and overseas, as well as a research university, a community college and a K-12 district.  Her results-oriented leadership style is focused on trust, collaboration and accountability.

 

Carina Celesia Moore

Carina is an executive coach and consultant with over 25 years leading University of California, Davis learning and development teams and programs (retired 2020). She designed and implemented high-profile programs in leadership, management, business and administration, work-life, mentoring, and career development. As a rehired retiree, Carina co-facilitated the 2022-23 University of California-CORO Systemwide Leadership Collaborative. She served as Visiting Instructor at University of the Pacific, teaching graduate courses in coaching (2018-2023). Since 2004, Carina’s roles with the Western Association of College and University Business Officers have included Board Member, Career Coach, Business Management Institute Faculty, Mentoring Program Chair, Workshops Instructor, and Diversity, Equity, and Inclusion Committee Chair. She enjoys coaching leaders across an organization, whether emerging, high-potential, or executive, and she brings out the best in individuals and teams. Carina is an Associate Certified Coach (International Coaching Federation) and a Certified Professional in Talent Development (Association for Talent Development). 

 Sara Reed

Dr. Sara Reed is a retired military officer with over 25 years of experience in leadership, management, organizational change, and leadership development. Through her service in higher education and the military, she has led diverse teams throughout the globe. Currently, she serves as the Vice President of People & Talent at Western Governors University, where she leads a team of trusted HR professionals and strategic partners to advance WGU’s mission and key results. Prior to that role, she served in different leadership capacities within higher education, including at a large urban community college and two large research institutions. Sara is a passionate advocate for higher education, especially in the areas of leadership and advancing equity, with the goal of helping people find their pathway to opportunity and see and reach their potential. Prior to her transition to higher education, she served as an active-duty military officer and is now retired from the United States Air Force. She earned her doctorate from Drexel University, MA.Ed. from California State University – Sacramento, M.S. from Troy State, and BA from University of Minnesota and has earned the SHRM-Senior Certified Professional credential. She is married, is mother to three children, & is most often found with a book in her hand or in her ear, and is dedicated to lifelong learning and sharing that learning with others.

Angela Song-Ruiter, Ph.D.

Angela Song is the Senior Director of Strategic Consulting, Assessments, and Analytics at UC San Diego, where she leads transformative initiatives that bridge faculty and administrative priorities across higher education. With more than 20 years of experience in strategy management and organizational assessment, Angela has worked across both academic institutions and corporations to elevate organizational effectiveness and drive systemic change.

She is the architect of Tritonlytics™, a nationally recognized program that transforms complex survey and assessment data into actionable insights, informing decision-making at universities across the country. Angela holds an M.A. and Ph.D. in Industrial/Organizational Psychology from UC Berkeley, with deep expertise in strategic assessment, psychometrics, and organizational development.

Her credentials include Prosci Change Management, Kaplan-Norton Strategy Execution, PMP, and Lean Six Sigma Black Belt, equipping her to lead with both analytical rigor and a people-centric lens. Angela is also a leadership coach with the Center for Creative Leadership and serves on the Board of Directors for the Network for Change and Continuous Innovation (NCCI), where she advances leadership, equity, and continuous improvement across the higher education sector.

Guadalupe Valencia

Guadalupe Valencia is Senior Associate Vice President for Business Affairs and Deputy Chief Financial Officer. She is responsible for many elements of conducting business at the University and works closely with leadership to manage complex projects to ensure fiscal resources properly align with the institution’s mission and vision.

Before joining UTEP, Guadalupe spent several decades serving in accounting executive leadership positions at university campuses throughout the United States including the Texas Tech Health Sciences Center at El Paso (TTUHSCEP), the University of Washington (UW), the University of Alaska Anchorage (UAA) and the University of Arizona (U of A). In those roles, her duties included effort reporting, fixed asset/property accounting, service centers, F&A cost rates including corresponding negotiations, human capital management, facilities/physical plant operations and resources management, police operations, budget, student business services, capital asset management, financial reporting, financial system implementations, rate studies, procurement, and payroll operations. Furthermore, as Executive Director and Associate Controller for UW, she served as the primary liaison between the University and UW’s federal cognizant agency (Cost Allocation Services). At UAA, she served a dual appointment as Chief Financial and Administrative Officer (CFAO) at the Business Enterprise Institute and the University’s Financial Services Department. In this role, she served as CFAO for the Alaska Small Business Development Center and the Alaska Center for Economic Development. Most recently she served as Chief Financial and Administrative Officer (CFAO) at the Texas Tech Health Sciences Center at El Paso (TTUHSCEP).

Guadalupe is currently Past Past President of the Western Association of College and University Business Officers (WACUBO) and serves on the board of the National Association of College and University Business Officers (NACUBO). She is also on the board of the local El Paso Chapter of the Association of Government Accountants. She holds a BBA and MBA in Accounting from The University of Texas at El Paso and is a Certified Government Financial Manager.

Jeff J. West, MBA, CPA

Mr. West started his professional career in California, where he became a licensed CPA. He then began his long association with higher ed finance by joining Utah State University, where he worked for seven years in the Accounting and Controller’s offices (getting his MBA degree in the process). Following his employment at USU, he and his young family moved to Tucson where he began his tenure at the University of Arizona - advancing through various positions over fifteen years in the Office of the Associate VP for Finance and the Financial Services Office. He then moved on for a brief stint at the Maricopa Community Colleges in Phoenix, as Director of Financial Services/Controller, before moving back to Utah. He then completed a fifteen year tenure at the University of Utah as their Associate VP for Finance, and then finished up his career at Salt Lake Community College from 2019-2022. Mr. West retired from that institution as emeritus Vice President for Finance & Administration/CFO.

Mr. West is a long-time contributor to WACUBO – serving on their governing board and on several committees over the past 30 years. This is his 8th year as a faculty member at BMI, which continues his involvement in delivering professional development courses for the Association - having previously taught both the Basic and Intermediate Accounting courses for several years. He was also the main developer and instructor for WACUBO’s annual workshop for Academic & Unit Business Officers. In addition, Mr. West has been actively involved with NACUBO – serving twice on their Accounting Principles Council, and teaching at several forums and workshops. He received NACUBO’s Professional Development Award for 2009, and their Daniel D. Robinson Award for 2017.

Jennifer Williams and Katy Rees

Jennifer Williams and Katy Rees are the Co-Founders of The Culture People, bringing over 50 years of combined experience in higher education and organizational development. Former university administrators, they now partner with institutions to strengthen leadership, team effectiveness, and workplace culture. Jen holds a Master of Science in Psychology with an emphasis in Organizational Development; Katy holds a Master of Business Administration. Both are Gallup Certified Strengths Coaches and have led award-winning initiatives in leadership, employee engagement, and workplace culture.

 

Editha Winterhalter, Ed.D.

Dr. Editha Winterhalter is a senior financial and administrative executive with over two decades of progressive leadership experience in budget planning, risk management, and strategic operations in higher education. She currently serves as the Associate Vice President for Budget & Strategic Business Operations at California State University, Northridge, where she leads the campus budget office and oversees risk management, internal audit, and public records compliance.

Dr. Winterhalter directs the development of CSUN’s $575 million annual operating budget and $75 million in strategic central resources, aligning fiscal strategies with institutional priorities. Her collaborative approach spans cross-divisional partnerships and includes leadership on major initiatives such as campuswide budget planning software and financial transparency platform implementation as well as leading campuswide strategic capital planning. A champion of transparency and innovation, she also led the implementation of AI-driven tools to streamline administrative compliance and decision-making.

She is a frequent speaker on budgeting, planning, and leadership at CSU conferences and national forums, and is recognized as one of the “100 Most Influential Filipina Women in the World” by the Filipina Women’s Network. Dr. Winterhalter holds a doctorate in Educational Leadership and both master’s and bachelor’s degrees from CSUN, where she continues to mentor emerging leaders in higher education finance.
