Cheryl Anderson, PhD, MPH, MS
Dr. Cheryl Anderson is Professor and Dean of the Herbert Wertheim School of Public Health and Human Longevity Science at UC San Diego, with a joint appointment in the Department of Medicine Division of Nephrology and Hypertension and the Department of Radiation Oncology. She holds the Hood Family Endowed Dean’s Chair in Public Health. Dr. Anderson’s research is focused on nutrition as a means to prevent cardiovascular diseases, chronic kidney disease, and diet-related cancers. The Anderson lab at UC San Diego is currently conducting studies that use community-driven research methods and clinical studies of medically tailored meals that are provided for patients with heart failure. The body of collaborative work from the Anderson Lab that was focused on dietary sodium, blood pressure, and cardiovascular health has influenced behavioral strategies for the prevention and management of cardiovascular diseases and chronic kidney disease. Dr. Anderson’s public health policy work has included service on the National Academy of Medicine’s Food and Nutrition Board, and the 2025 US Dietary Guidelines Advisory Committee. These efforts have influenced global population health policies to improve diet quality for the population.
Dr. Anderson is a deputy editor for Diabetes Care journal and is on the editorial board for Circulation and Annual Review of Nutrition. In recognition of her scholarship and transformational impact, she was elected to the U.S. National Academy of Medicine in 2016 and to the Council on Foreign Relations in 2022.
Yolanda Anglin, Ed.D.
Dr. Yolanda Anglin is a former university administrator with over 28 years of experience in higher education. During that time, she served at two campuses in the California State University (CSU) system. She served in several financial leadership roles at San Diego State University and CSU Monterey Bay. She was also a founding member at CSU Monterey Bay when they first opened their doors in 1995. Additionally, she served at Old Dominion University and Chesapeake Public Schools in Virginia.
Dr. Anglin has held many roles and typically focused on improving and streamlining processes through proper documentation, automation of processes, and building a culture of collaboration and continuous improvement. She has been a fierce advocate of career and professional development. She has been involved with WACUBO for many years as an attendee of the Business Management Institute, and has served on various WACUBO Committees, and is a graduate of the WACUBO Mentoring Program. Dr. Anglin possesses a Doctorate in Higher Education Leadership and Management as well as a Master’s degree in Business Administration with a concentration in Finance & Accounting.
Amber Blakeslee

Amber Blakeslee has 20 years of experience in budget and financial management. Amber is currently the Associate Vice Chancellor for Budget Analysis & Planning at UC Santa Cruz. In her first year as a banana slug, Amber has helped the campus navigate a significant structural deficit, developed a multi-year planning framework, overhauled several budget processes and structures (i.e. benefits decentralization, assessment model, resource request process, quarterly projections, carryforward policy) and led the selection of a new operational reporting tool to modernize campus data and reporting efforts. Fiat slug!
Prior to joining UC Santa Cruz last summer, Amber served as the Executive Director of Budget & Financial Planning at California State Polytechnic University, Humboldt (Cal Poly Humboldt), where she spent 15 years serving in various budget and finance related roles. Amber was a member of Cal Poly Humboldt’s team transitioning the university into the third polytechnic campus in the California State University, and first in northern California. As part of that team, Amber co-led the financial planning efforts related to multi-year financial planning and reporting. She served on a number of campus committees focused on budget planning, strategic planning, campus physical planning, accreditation, student fees, and inclusive student success. Amber has a master’s degree in public administration from California State University, San Bernardino and a Bachelor of Science in business administration from Loyola Marymount University.
Teri Bump

Teri Bump is the Vice President of University and Industry Relations. Teri presents nationally on university trends and issues and has delivered educational sessions at APPA, NASPA, ACUHO-I, NACUBO, NIRSA, ACPA, NACAS, and ACE Spectrum. Teri is a past ACUHO-I, ACPA and NACAS Foundation Board trustee and currently serves on the Leadershape Board of Directors. In 2007 she was awarded the ACUHO-I Corporate Friend Award for service to the association and received the Business Partner of the Year Award at the 2007 national NACAS conference and the 2010 ACPA Business Partner of the Year Award. She has been honored as a 2017 ACPA Diamond Honoree a 2018 Pillar of the Professions for NASPA and received a 2024 Parthenon award from ACUHO-I. In addition, she has recently joined the inaugural cohort of Senior Fellows for the Aspen Index. Prior to joining American Campus Communities in 1991, Teri served Boston University, Oberlin College, University of Illinois Champaign-Urbana, Texas Southern University, Alfred University and SUNY Oswego in student affairs. Teri received her bachelor’s degree in Sociology from SUNY Oswego and her master’s in College Student Development from Alfred University.
Leslie Buxton

Leslie has been working for Utah State University for 12 years and currently serves as an HR Organizational Development & Training Supervisor. She is a proud Aggie alum having earned a Bachelor's degree in Human Development & Family Studies (HDFS) and a Master of Human Resources degree from USU. Her experience includes learning and development, new employee orientation and onboarding, learning management system (LMS) administration, new student orientation, academic advising, and USU 1010 (Connections) instruction. She is a Modern Classroom Certified trainer and certified to facilitate DiSC profile and Friday Night at the ER. She is happily married to a dairy crop farmer and has two young children.
Miguel Delgado, CPCU, CRM, ARM, ARM-P, AINS

Miguel Delgado was recently named the Associate Vice President and Chief Risk Office (CRO) at Carnegie Mellon University (Carnegie Mellon) in April 2025. Prior to coming to Carnegie Mellon, Miguel was the CRO at the University of Arizona in Tucson, Arizona.
Along with a Bachelor of Science, Miguel holds the professional designations of Charted Property Casualty Underwriter (CPCU), Certified Risk Manager (CRM), Associate in Risk Management (ARM), Associate in Risk Management for Public Entities (ARM-P), and Associate in General Insurance (AINS). Prior to joining the University of Arizona, Miguel worked in Risk Management at the University of New Mexico and also worked in the commercial insurance sector as a Workers’ Compensation and Multi-Line claims adjuster.
Additionally, Miguel serves on the national Board of Directors for the University Risk Management and Insurance Association (URMIA) and is a Board Member and Chairperson for the Pima County (AZ) Self-Insurance Trust Fund Board.
Byron Fitch

Byron Fitch is a strategic leader with over 15 years of experience in organizational development, employee engagement, change management, and strategic planning across diverse industries and nonprofits. As the Strategic Consulting Director at Georgia Tech, he partners with executives to drive strategic initiatives, enhance culture, and navigate change. He also leads BNF Consulting Services, LLC., which focuses on providing facilitation, culture improvement, and leadership coaching services. Previously, he held various roles in people-focused strategy and management consulting at Emory University’s Goizueta Business School, The Hackett Group, and Gallup.
Byron received his Bachelor of Business Administration in Finance from Georgia State University’s Robinson College of Business. He holds certifications in executive and leadership coaching, change management, and is a Bold Inclusive Conversations® facilitator and DiSC® workplace facilitator. Byron is also recognized as a culture champion and changemaker through Georgia Tech's Inclusive Leader’s Academy. He is also a proud INROADS alumnus and ambassador, Board Member within the Network for Change and Continuous Innovation (NCCI) and was most recently recognized as a Georgia State University “40 Under 40” honoree.
Melissa Jarnagin

Melissa Jarnagin is a seasoned leader in higher education finance, with over 30 years of experience in administration, strategic planning, and financial leadership. Effective July 1, 2025, she will join California State University, Monterey Bay as Vice President and Chief Financial Officer, where she will bring her expertise in finance, accounting, budgeting, capital planning, and institutional strategy to advance the university’s mission and long-term sustainability.
Melissa is widely recognized for her visionary leadership and big-picture thinking, helping institutions navigate complexity and drive innovation in dynamic environments. She holds a Bachelor of Science in Business Administration from Portland State University.
She currently serves on the board of the Western Association of College and University Business Officers (WACUBO) and chairs the WACUBO Data Analytics Committee, where she advocates for data-informed decision-making across the higher education sector.
Known for her professional insight, approachable leadership style, and commitment to collaboration, Melissa inspires teams to lead with clarity, purpose, and a shared vision for the future of higher education finance.
Callie Juarez

Dr. Callie Juarez is the Senior Director for Academic Resources and Planning at California State University, Northridge (CSUN). With over a decade of service at CSUN, she has held multiple leadership roles in financial and operational management within the Michael D. Eisner College of Education and the College of Health and Human Development. Prior to joining CSUN, Dr. Juarez held various administrative positions at California State University Channel Islands.
In her current role, Dr. Juarez oversees comprehensive budget analysis and expenditure management across all funds within the Division of Academic Affairs. She provides executive-level financial and administrative support, ensuring strategic resource planning and operational efficiency.
A lifelong advocate and participant in the California State University (CSU) system, Dr. Juarez has built her entire professional career in higher education, specifically within CSU institutions. She is also a proud product of the CSU: a Latina and first-generation college graduate who earned her B.A. in Psychology from Sonoma State University and both her M.P.A. and Ed.D. from CSUN. Additionally, Dr. Juarez currently serves as the Secretary of the Board for the Western Association of College and University Business Officers (WACUBO) and Chair of its Professional Development Steering Committee.
Dr. Queen E. King

Dr. Queen E. King’s career has focused on financial reporting, accounting, audit, tax, budget, process improvements and systems implementation. She began her accounting career in Corporate America (Fortune 500). She also has worked in public accounting and healthcare industries prior to her career in higher education.
Dr. King is the Vice President of Finance and Administrative Services at Bakersfield College. She leads budget, college safety, maintenance and operations, and auxiliary services (bookstore and food services). In addition, she serves as the Bakersfield College Foundation treasurer. Before her role at Bakersfield College, she served the California State University system for eight years. Dr. King served as Interim Vice President & CFO of Administration and Finance at Cal State LA. In this role, she led key administrative functions of the university, such as human resources, information technology, facilities and construction, change management and strategic initiatives, risk and environmental health & safety, public safety and the university police department, and internal audit and compliance. Dr. King also served as Associate Vice President and Chief Accounting Officer at California State University, Bakersfield.
Dr. Stephani Langehennig

Dr. Stefani Langehennig is an Assistant Professor of the Practice in the Business Information & Analytics Department at the University of Denver's Daniels College of Business. She is also the co-director for the Center for Analytics and Innovation with Data (CAID) and the MSBA Capstone Program at DU. As a former data scientist, she has worked with both academic and industry partners in the U.S. and abroad, helping organizations evaluate and implement data science solutions.
Joyce Lopes

Joyce Lopes joined WWU as Vice President for Business and Financial Affairs in July 2021. She oversees Dining Services, Facilities Development and Operations, Finance and Business Services, Human Resources, Information Technology Services, Risk, Ethics, Safety, Resilience, & Enterprise Operations, Strategy, Management and Budget, University Police/Transportation Services, and University Residences. Before joining Western, Joyce was the Vice President of Administrative Affairs at Sonoma State University in Rohnert Park, California, where she oversaw human resources, budgeting, finance and accounting, student financial services, facilities management, risk management, safety services, law enforcement, property management, and entrepreneurial services. She also oversaw other operations, including Title IX, Athletics, the bookstore, and culinary services. Before Sonoma State, Joyce served as Vice President for Administrative Affairs at California State Polytechnic University (CSPU), Humboldt (formerly Humboldt State University) in Arcata, California, in a similar role. She led efforts at Cal Poly, Humboldt, and Sonoma State to sign the Second Nature Climate Commitment and implemented a Climate Action Plan at CSPU, Humboldt.
Joyce is active in the Bellingham community and serves on the Board of Directors for the local YWCA. She is a Member at Large on the Western Association of College and University Business Officers (WACUBO) Board and sits on WACUBO’s Finance and DEI committees. Joyce also teaches at the annual Business Management Institute and has been a mentor in the WACUBO Mentor Program for four years. Throughout her 45-year career in education, Joyce has held roles in finance and administrative management at K-12 schools, community colleges, and public and private universities across the US and Europe. She is a certified public accountant with an associate degree in business management from the University of Maryland in Munich, Germany; a BA in Business and Management from the University of Maryland European Division; and an MBA from the University of Colorado.
Sara Reed
Dr. Sara Reed is a retired military officer with over 25 years of experience in leadership, management, organizational change, and leadership development. Through her service in higher education and the military, she has led diverse teams throughout the globe. Currently, she serves as the Vice President of People & Talent at Western Governors University, where she leads a team of trusted HR professionals and strategic partners to advance WGU’s mission and key results. Prior to that role, she served in different leadership capacities within higher education, including at a large urban community college and two large research institutions. Sara is a passionate advocate for higher education, especially in the areas of leadership and advancing equity, with the goal of helping people find their pathway to opportunity and see and reach their potential. Prior to her transition to higher education, she served as an active-duty military officer and is now retired from the United States Air Force. She earned her doctorate from Drexel University, MA.Ed. from California State University – Sacramento, M.S. from Troy State, and BA from University of Minnesota and has earned the SHRM-Senior Certified Professional credential. She is married, is mother to three children, & is most often found with a book in her hand or in her ear, and is dedicated to lifelong learning and sharing that learning with others.
Lexie Richins-Peterson
Five years ago, Lexie Richins-Peterson stumbled upon the world of training and development and fell in love with it. Lexie serves as an Organizational Development and Training Specialist at Utah State University, where she facilitates team retreats, leads new employee orientation, coaches individuals, and designs professional development programs that help employees thrive. Certified in LEGO® Serious Play®, Friday Night at the ER, and DiSC, Lexie specializes in interactive, story-driven learning that transforms insight into action. This fall, she is also launching an Emerging Leaders program focused on growing leadership capacity at every level. Lexie is passionate about uncovering what makes people great and mapping out pathways for intentional growth and work satisfaction. In her free time, she runs immersive Dungeons & Dragons campaigns, continuing her commitment to narrative-driven engagement. Lexie is thrilled to present at WACUBO for the first time and connect with fellow professionals committed to meaningful development work.
Nakita Saxon

Nakita Saxon is an executive leader and culture strategist serving as Director of Culture and Inclusion for Human Resources at Arizona State University. He leads enterprise-wide strategies that strengthen organizational culture, employee engagement, and inclusive excellence. As a trusted advisor to senior leaders, he partners across colleges and administrative units to embed inclusive leadership practices that drive innovation and belonging. Nakita also serves as a Faculty Associate at the ASU Sandra Day O’Connor College of Law. Previously, he held senior roles advancing large-scale change and engagement initiatives. He holds a master’s degree in Higher Education Administration from the University of Dayton and a bachelor’s degree in Organizational Leadership from Wright State University.
Angela Song-Ruiter, Ph.D.

Angela Song-Ruiter is the Senior Director of Strategic Consulting, Assessments, and Analytics at UC San Diego, where she leads transformative initiatives that bridge faculty and administrative priorities across higher education. With more than 20 years of experience in strategy management and organizational assessment, Angela has worked across both academic institutions and corporations to elevate organizational effectiveness and drive systemic change.
She is the architect of Tritonlytics™, a nationally recognized program that transforms complex survey and assessment data into actionable insights, informing decision-making at universities across the country. Angela holds an M.A. and Ph.D. in Industrial/Organizational Psychology from UC Berkeley, with deep expertise in strategic assessment, psychometrics, and organizational development.
Her credentials include Prosci Change Management, Kaplan-Norton Strategy Execution, PMP, and Lean Six Sigma Black Belt, equipping her to lead with both analytical rigor and a people-centric lens. Angela is also a leadership coach with the Center for Creative Leadership and serves on the Board of Directors for the Network for Change and Continuous Innovation (NCCI), where she advances leadership, equity, and continuous improvement across the higher education sector.
David Song-Ruiter

David Ruiter serves as the Faculty Director of the Teaching + Learning Commons and Associate Professor of Theatre and Dance at the University of California San Diego. His work focuses on faculty development, student success, asset-based leadership, change management, workplace health, and efficacious AI initiatives.
Dr. Joan Torné, Ed.D., SHRM-SCP

Dr. Joan Torné serves as Executive Director for Strategic Year-Round Operations at Cal Poly San Luis Obispo and is the Founder & Principal of Rise with LIFT Coaching & Consulting, where she partners with leaders to strengthen communication, navigate complex transitions, and build high-performing, purpose-driven cultures. With more than 24 years of experience in higher education leadership and human resources, she has led enterprise talent strategy, workforce planning, high-impact student program, and large-scale organizational transformation across complex systems, including leadership roles at the California State University Chancellor’s Office, San José State University, and Santa Clara University. Previously, she served as Associate Vice Chancellor & Chief of Staff for Human Resources for the California State University system, leading the Chancellor’s Office HR team and serving as a strategic advisor to systemwide executive leadership.
Dr. Torné holds a Doctor of Education in Organization & Leadership and a Bachelor of Science in International Business from the University of San Francisco, as well as a Master of Arts in Sociology from San José State University. She specializes in leadership communication, organizational effectiveness, and the development of inclusive, high-performing teams.
Lupe Valencia
Guadalupe Valencia is University of the Virgin Island’s (UVI) Interim Vice President for Finance & Administration/Chief Financial Officer (CFO). She provides leadership and guidance to the Administration & Finance units at the University. She is also responsible for working with leadership to ensure fiscal resources are properly aligned with the institution’s mission and vision.
Before joining UVI, Guadalupe spent several decades serving in accounting executive leadership positions at university campuses throughout the United States including The University of Texas at El Paso (UTEP), the Texas Tech Health Sciences Center at El Paso (TTUHSCEP), the University of Washington (UW), the University of Alaska Anchorage (UAA) and the University of Arizona (U of A). In those roles, her duties included effort reporting, fixed asset/property accounting, service centers, facilities & administrative cost rates including corresponding negotiations, human capital management, facilities/physical plant operations and resources management, police operations, budget, student business services, capital asset management, financial reporting, financial system implementations, rate studies, procurement, and payroll operations. Furthermore, as Executive Director and Associate Controller for UW, she served as the primary liaison between the University and UW’s federal cognizant agency. At UAA, she served a dual appointment as Chief Financial and Administrative Officer (CFAO) for the Business Enterprise Institute and the University’s Financial Services Department. In this role, she served as CFAO for the Alaska Small Business Development Center and the Alaska Center for Economic Development. Most recently, she served as Senior Associate Vice President for Business Affairs and Deputy CFO at UTEP.
Guadalupe is a Past President of the Western Association of College and University Business Officers (WACUBO) and has served on the board of the National Association of College and University Business Officers (NACUBO). She is also on the board of the El Paso Chapter of the Association of Government Accountants. She holds both a bachelor’s and master’s in business administration with a concentration in Accounting from The University of Texas at El Paso and is a Certified Government Financial Manager.
Megan Glide Villasenor

Megan Glide Villasenor is the Chief of Staff at University of California. Megan has 20 years of experience in higher education and currently serves as the chief of staff to the associate vice president and systemwide controller for the University of California. Prior to starting this position at the UC Office of the President, Megan has worked in positions on both the UC Davis and UC Berkeley campuses. Her leadership experience includes providing oversight and direction to a large, complex academic and translational research department, helping build the administrative structure for enrollment management at UC Davis, and helping build, implement, and lead the UC Davis Shared Services Organization.
Megan has a Master of Science in Business Administration/Taxation. She has been volunteering for WACUBO since 2017 and currently serves as co-chair of both the Women’s Leadership Forum and the Professional Development Workshops Committee. Outside of work, she runs a youth swim team and spends all her spare time with her husband and five kids.
Editha Winterhalter, Ed.D.

Dr. Editha Winterhalter is a senior financial and administrative executive with over two decades of progressive leadership experience in budget planning, risk management, and strategic operations in higher education. She currently serves as the Associate Vice President for Budget & Strategic Business Operations at California State University, Northridge, where she leads the campus budget office and oversees risk management, internal audit, and public records compliance.
Dr. Winterhalter directs the development of CSUN’s $575 million annual operating budget and $75 million in strategic central resources, aligning fiscal strategies with institutional priorities. Her collaborative approach spans cross-divisional partnerships and includes leadership on major initiatives such as campuswide budget planning software and financial transparency platform implementation as well as leading campuswide strategic capital planning. A champion of transparency and innovation, she also led the implementation of AI-driven tools to streamline administrative compliance and decision-making.
She is a frequent speaker on budgeting, planning, and leadership at CSU conferences and national forums, and is recognized as one of the “100 Most Influential Filipina Women in the World” by the Filipina Women’s Network. Dr. Winterhalter holds a doctorate in Educational Leadership and both master’s and bachelor’s degrees from CSUN, where she continues to mentor emerging leaders in higher education finance.
Sarem Yadegari

Sarem Yadegari is the Manager of Communications and Training at Chapman University IS&T, where he leads campus-wide IT communications and training initiatives. With over 15 years of experience across higher education, technology, and the film industry, he specializes in aligning communication and training strategies to support effective technology implementation. Sarem holds degrees in Marketing and Graphic Design, Film, and Organizational Leadership.
